ISS/bright satellite style object, but odd

A light similar brightness and speed to ISS, flying west horizon, eastward. stopped, in the east, hovered for approx 15mins, decended, and changed shape/size. Had time to grab binoculars for a better look. The object then returned towards the west.

Initial thoughts were, some sort of drone, but was dead silent, moved differently, and appeared too bright in the night sky to be one. (I have 4 drones and am familiar with their appearance and abilities in flight. This was not a drone)
